libany-uri-escape-perl software package provides module to load URI::Escape::XS preferentially over URI::Escape, you can install in your Ubuntu 16.04 LTS (Xenial Xerus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libany-uri-escape-perl
libany-uri-escape-perl is installed in your system.
Make ensure the libany-uri-escape-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libany-uri-escape-perl *
You will get with libany-uri-escape-perl package name, version, architecture and description in a table
